Government responds to tenement maintenance proposals
SAL is a member of a cross party working group set up by the Scottish Parliament to establish solutions to aid, assist and compel owners of tenement properties to maintain their buildings.
Earlier this year the group published its final recommendations report which suggested the following requirements be introduced for any buildings in which there is more than one flat:
• Compulsory five yearly property inspections
• Compulsory owners’ associations
• Compulsory building reserve funds.
The government has now published a response to the group’s recommendations which can be read here. The government agrees that action is needed and plans to engage with the Scottish Law Commission to obtain a report on how the recommendations can be implemented. It also plans to engage them to draft a Bill that would implement the reforms. It is expected to be at least 5-10 years before any legislation to implement the recommendations comes into force.
