Scottish Parliamentary working group on tenement maintenance

SAL is a member of a cross party working group set up by the Scottish Parliament to establish solutions to aid, assist and compel owners of tenement properties to maintain their buildings.

The group has been meeting since March 2018 and recently published its final recommendations report to enhance the ability of tenement owners to work collectively, encouraging and enabling effective maintenance and repair of their properties. This follows responses to its interim recommendations which were published and consulted on earlier this year.

The final report recommends legislation to introduce the following for any buildings in which there is more than one flat:

• compulsory 5-yearly property inspections
• compulsory owners’ associations
• compulsory building reserve funds.

It is estimated that a 10-year time scale is required to introduce all the required legislation.
