Minimum EPC proposal workshops

As we reported earlier this month (see news article here) the Scottish Government is currently consulting on introducing a minimum energy efficiency standard (MEES) in the PRS in Scotland. The plan is to require a MEES equivalent to EPC C from 1/4/2028 for new tenancies and by 31 December 2033 for all remaining PRS properties. It is proposed that the standard will require properties to have an EPC with a heat retention rating (HRR) of C. The HRR is not on current EPCs but will be the headline metric on the new style EPCs expected to be introduced from next year and will show how well insulated a property’s roof, walls, windows and floor are.

During the consultation period the government is seeking views on the proposals and is inviting landlords to attend one of four stakeholder workshops. In these sessions the government will provide an overview of the proposed PRS MEES regulations, including the proposed timescales for implementation and the rational for proposals. The sessions will also provide time for discussion, allowing attendees to share their views.
