Can I issue my PRT tenants notice now for an above 3% rent increase coming into effect in April?

This is a question we are being asked a lot on the SAL advice helpline as a result of the Scottish Parliament approving legislation to extend the Cost of Living (Tenant Protection)(Scotland) Act 2022 from 30 September 2023 to 31 March 2024.
